Some races just won't accept gifts that will hurt my empire (like giving them the colonization techs they don't have) because they feel murderous towards me.

(Neutral races don't seem to realize the only reason why I keep them alive is to act as a buffer against this or that alien race. Let their system be the battlefield.)
