In the West it is taken more like ad hoc uparmoring until Something New And Shiny(tm) comes.
Israel: Improvement of protection of Centurions and M60 series against RPGs until the Centurions went away and M60s received new passive armor kits.
Britain: Protection of lower front armor of Challengers against RPGs.
USA: Improvement of protection of Marine M60s until the Marines got fully on the M1 bandwagon. Protection of M1 sides against RPGs in urban combat. RPotection of Bradleys.

The British don't use ERA. Those are just blocks of extra armour. I managed to prove that to the game designers a few years back, and they included it in the game. Have a look at the challenger 2+
