There is a solution to this problem. Like so many other solutions it's been requested for ages. Allow the ECM value of seekers to be modified. You could then have many more levels of missile technology with increasing ECM value to defend against PDC. Fighters can have additional ECM. Satellites can have additional ECM. Drones can have additional ECM. Seekers cannot??? If we could have a 'seeker ecm value' setting for seeker weapons I think we'd be able to balance seekers races and beam weapon races. Sure, it would be possible for one or the other to have an overhwelming advantage if they got a large lead in research but it's not a game if that cannot happen at all.
