Doh! I don't know why I didn't think of that.

Thank you for the suggestion.

After a few tries, I noticed what, IMO, is a much better composition, with the AI tank heavy set to OFF. The AI still buys plenty of tanks, but it feels there is more variety of units/numbers. Perhaps more, realistic.
