Yes, Heretics can do that. They lower Dominion and Raise unrest.

So it seems like Ghostriders is eventful for you, huh? Me, I'm just chilling.

Again, I'd consider Brigand lairs and those blood sites first.

What happened to PAR anyway? It looked really good for him in the beginning. I'm just glad that I'm not the first nation to be annihilated in my first game!
