The Ekhazan race (which you can download from my sig) is a Psychic race I created and by this weekend I should be finished with a new Temporal race

Yeah, most people who use any default racial tech at all will use organic. Other than that it's more likely they will make up a custom racial tech. Both Psychic and Temporal are very rarely used, though I'm temped to setup the Borg as a Temporal race. The shield-damaging abilities of the weapons fit well with their capabilities.

Check out a race called the 'Arazoni' (sp?), I believe it is by Alpha Kodiak, it kicks some serious butt. (and yes, its psychic).
