It's a +1 modification to seduction. Bear claw is -1. It's possible that this effect is independent of who is wearing the item(s). But +1/-1 does not change the roll very much.

I'm not certain on the mechanics of seduction, but in most Dominions random rolls, a +1 is a big deal. |

seduction goes from never working, to almost never working.
