If you look at what they are used for in that class it will be less confusing. ( or more depending on you POV ) they are support vehicles and some in the class can carry and some cannot and the way the formations are put together it doesn't matter

These are KNIL formations and generally the vehicles in that class are AC with no internal carry capacity but by making them APC the units in that class like bren carries that DO have carry capacity could carry and be properly treated as carrying internally than if they were made an AC type class then any passenger would be deemed to be outside the hull
