Well, that is kind of crude to way to put it, but yes.
Usually a concensus is reached before the full 3 turns pass. It mostly depends on if any of the players has a plan to take a cap from you. |
I can't see anyway, I can take a capital off Lanka, so unless someone else can, its pointless doing the next 3 turns.
May as well declare Lanka the winner, unless anyone else objects?
