 I find the AI to be a lot more unstable in the 1.19 patch.  I have seen that kind of behavior by the AI in my games too.  I find it ridiculously hard to make a treaty with any AI, even with no common territory or interaction after my scouts fly through.  I know some folks like this, but this is not what I call intelligent behavior by the AI.  Anyways, now the AI is not meant to be negotiated with, its meant to be annihilated.  I just take whatever treaties it offers, and if it breaks them next turn, well at least that was one turn of not getting shot at.
