Ponymen nations have great recruitable commanders.

Helheim, for example, has mistformed, soul vortexed thugs.

Yomi is also another great nation for SCs (Dai Oni are really damn scary when properly kitted out).

The BEST one-man-army faction or the OP's purposes (arming single commanders to the teeth and attempting to make them invulnerable) has got to be Hinnom in vanilla Dominions.

Ashdod's recruitable thugs are arguably better due to the extra misc slot, but Hinnom gets the recruitable super thugs plus the Lords of Civilization and it doesn't get much more "one-man-army" than that.
