Ashdod's recruitable thugs are arguably better due to the extra misc slot, but Hinnom gets the recruitable super thugs plus the Lords of Civilization and it doesn't get much more "one-man-army" than that.

Yet you encouraged me to go with a scales approach to Hinnom in our latest game Peter. Very Sneaky.
