why would there even be more jomon summons anyway, they already have a lot

The dragons theme for both Jomon and Tien Chi was supposed to be more developped.

I don't know how many patches you've been around, but Jomon was greatly expanded in two patches which includes the many dragon - and some other - summons they now have.

I don't think Jomon is unfinished at all, and that it in fact is in an excellent position as far as amount of content goes.
