Now, see, I HAVE gotten them to offer me a make a treaty during a war. Basically, you just gotta open a can of something on them.

Seriously, if you are far ahead in score, and haven't destroyed ships and planets in a while, they should start losing anger and accept a treaty.

'Course, once they buildup their military they're just gonna declare war again
