ATGM can target fortifications - apart from that they will only fire at infantry if they have an HE round, which only the 1 unit has, a BRDM in the Russian OOB.

If they miss and the HE blast accidentally gets one guy in the impact hex - that's a fluke, HEAT is less effective than HE.

The infantry target is in a house but it is the only target.
