Question:

Are you sure you don't have a non agression treaty with the race in question ?

This could explain why your satellite are not firing at the ships.

Also, what weapons did you put on them ? Direct fire or Seeking ?

Also, are your sats destroyed or the enemy just passed them as if they were not there.
