Province Population info needed.

Hello all,
I am back to work on my senerio editor and I was wonder how a Province's Population is determined.

Is it something like;

Base Value (+/- 20%)
----------
Small - 3,000
Med - 5,000
Large - 15,000
Capital - 30,000

Modifiers (+/- 20%)
---------
Rivers - 1,000
Farmlands - 1,000
