Mod: Mini-mod - Bogarus Scout Fix

Hey all,

This is an ultra mini mod to give the Bogarus scout cold resistance like the rest of the Bogarus roster. Always bugged me, and I wanted to prophetize him

I can't imagine what game it would have much effect on, but yeah for aesthetic reasons it should be fixed.
