Tarkin is indeed in ROTS, this is a fact as there are pictures of the actor wearing makeup to make him look exactly as a young Tarkin (its on Hyperspace though so I havn't seen it myself, but it exists). He's a Republic navy officer who will get in the Emperors good books.
