You say it is a victory point game, so I would advise in focusing on what you can do to get enough points to win. Let this analysis guide your strategy. Is it certain key provinces? If so, can you get several teleporting golems and go for several key provinces in the same turn? You may need to have a lot of scouts out to see how they are held first to increase your chances of success.

Searching for gems is a very good suggestion, no matter what your plan is. You can never have too many gems…

Don't forget Ulm has spies. 5-6 spies suddenly causing unrest in a rich province can be very helpful.

And if you get the unrest higher than 100 then he cant create units there.
