Default Map editing codes

Does anyone know the map editing nation number codes for EA Lanka and Tu'atha (or however you spell it)? I'm making a scenario map with very stoutly guarded victory point provinces and I'm trying to equalize the distance from starting locations to the victory point provinces. There are several nation numbers in the Map Edit manual that are listed as reserved or something like that so I would guess that is where they are assigned.

One other dumb question. If for example I set up 10 victory point provinces on the map edit, do I have to set the victory conditions on the setup screen to 10 provinces, or will the map edit override setup screen victory conditions?

Thank you. The 68 for Lanka is way out the range I would have guessed from the manual.
