Research Medical Technology then put a medical bay on a ship then send it to the planet and if the tech of the ship (1 - 5) is equal or greater than the plague (1 - 5) then the next turn the plague...

Wow I tried the "+20%" Maint. reduction plus the Merchant pick and you get FREE Maint.!! Wow... I had 100's of ships in no time and stomped the CPU with hordes of wussy ships...
