I'm not sure I understand… Is that a percentage? So on the first turn, with no luck scale, your chance is .5%?

And are you saying it's cumulative? - so .5% 1st turn, 1% 2nd turn, 1.5% 3rd turn, etc.? And I'm assuming this gets reset when you actually get one?

It still seems quite scarce - after 20 turns the chance would equal 10% with no luck scale, and with +3 luck scale 22% - if my reasoning is right
