A good luck score can create extra sites, though.

Through events, yes. Mostly that would be mines (gold, silver, copper), Oleg's Alchemical Device or The Deepest Cave of the Province, which is a rather mixed blessing since chances are you need to take the province back from the trogs and you only get 1E per turn out of it.
