I got the most random event free mages in a game with luck-3, magic-3 scales. The magic-3 may have been coincidence though.

I don't think its a coincidence. I have got a Siren a few times but no other mages that I can recall. I often play with Luck scales but I have never played a game with magic 3 scales (or even magic 2). So maybe I need to vary my scales a bit
