What does the "fresh water" flag on a province do?

Increase population & supplies and allow some random events (flooding) I think.

I think some water magic sides can only be found in costal or fresh water sides.

Fresh water is not a terrain flag for sites, unlike coastal, which is the result of bordering a sea province.
