spell casting imbued items and encumberance

Each casting of the spell from the item causes 5 encumbrance. It is a constant and is affected by nothing. Neither basic encumbrance or even scales in the province seem to have any effect.

also, is the quickness thing a feature, or a bug? will it be going away, or is it here to stay. I think it is a nice feature, it makes these items worth wanting and using. and it isn't overpowering, not like your casting earthquake or anything. I think Falling Frost is the most powerful available, and thats on an artifact.
