I have heard that Misfortune events are greatly influenced by other scales, especially Death and Magic. No hard data, though....

I my experience independent attacks caused by random events are much bigger with a misfortune scale.

There's a Dominions 2 list of all (?) of the events in the game, and what scales are required to unlock them.

I think that list is missing requirements in most cases. Most events have requirements by scales, unrest, dominion, population, season or terrain.
