Umm, probably not. Why are you so obsessed with this? Even for a nation that could benefit from this item (such as Niefelhiem), it would not be all that great.

You probably had a mod enabled that changed the construction levels of things and made the non-forgeable artifacts forgeable.

Items are showing up their forging gem costs in their details screen, even when they aren't forgeable.
