Windows 8 is supposedly backwards compatible, so dom3 should run just fine.

But playing it on a tablet... ugh.

Reading about Windows 8 features, can we assume there will be a Dom 3 update to take advantage of new stuff (e.g. Dom 3 interface to support dual-screen interface) ?

Sure. Its just gonna take some more time for IW to patch into the game.
