The AI will often attack if it find your border weak or you have small army with many provinces. Buy at least 11 pd on any provinces that borders the AI.

Furhermore, provincial defense values between 11 and 21 don't have any effect IIRC. And again, the next step from 21 would be 31. 11 in most border provinces is very easy to do and keeps most AI nations at bay.
